The 'Role of Women in Developing Industrial Regions' international forum

The 'Role of Women in Developing Industrial Regions' forum will take place in Novokuznetsk on March 1-2. Its organisers are the Federation Council of the Federal Assembly of the Russian Federation, the Government of Kemerovo Oblast, and the Ministry of Industry and Trade of the Russian Federation. 

The forum’s participants are women leaders from 16 countries and 39 regions of the Russian Federation alongside with representatives of major international organisations. The event discusses the issues of industrial advancement, development of territories, environment, and the role of business in charity. It demonstrates the best regional and international practices of women’s participation in industrial entrepreneurship.

Second day

09:20 (NOZ) 02.03.2019

Women’s forum in Novokuznetsk continues its work. An open session titled ‘Business and Charity: Regional Aspect’ has started. Anna Tsivilyova, Head of the Guardianship Council of Kemerovo Oblast, is its moderator. At the start of the session, Ms. Tsivilyova told that today not only rich people but ordinary people as well do charity work. It is pleasant that the residents of the region are so open to doing good deeds. Some people who can not help financially, offer assistance of other kind, for example, baking pies for children’s events. 

The recently established Council in Kuzbass coordinates those who wants to help and those who need assistance. Over the 3 years, it helped provide assistance to 30 institutions and many sick children. In addition, the Council assists cultural institutions remote from major cities. They lack money for musical instruments, costumes, etc. A short video demonstrated at the discussion told about different families with children suffering from rare diseases. Without the help of the Council, it would be extremely difficult to cope with the problems they have.

An expert session titled ‘Ecological Situation in the Russian Regions’ takes place on the second day of the forum in Novokuznetsk. Women as the keepers of the family hearth ensure harmony on the whole planet. It is important for them that their children breathe clean air, drink fresh water and do not drown in tons of rubbish. 

The session participants exchange their experience in the implementation of global initiatives in the field of ecology of regions, in transport, and in municipal spheres of separate regions. The discussion pays much attention to the topics of "green" economy, the best technologies available in industry, and ecological tourism. Within the framework of the session, representatives of civil society and business conduct dialogue on ecological issues. 

The session was opened by Sergey Vysotsky, the Head of the Department for Natural Resources and Ecology of Kemerovo Oblast. He spoke about the implementation of projects on reducing the burden on the environment and preserving the biodiversity of Kuzbass.

Within the open debate titled ‘Business and Charity: Regional Aspect’, Maryana Lisovaya, Executive Director of SUEK-REGIONS Fund, shared the experience of cooperation between the Administration of Kemerovo Oblast and SUEK-REGIONS Fund in implementation of social projects in Kuzbass. 

SUEK is recognised as the leader of the Russian coal industry and the leader of the world fuel market. Charity is the most important area of corporate responsibility of the company. The Fund implements upwards of  50 charity health and education projects in Kuzbass every year.

Svetlana Sheinfeld, national expert of UNIDO Centre for International Industrial Cooperation in the Russian Federation and chief analyst of Information and Analytical Center for Support of Reserve Management and Studies, told about the ‘Business and Biodiversity’ initiative and its role in ensuring ecological balance in Kuzbass. She shared her experience on how to improve the environmental situation in the region with the administration of Kemerovo Oblast. 

The speaker told about what research is conducted on the topic of women’s participation if nature preservation and about how they contribute to development of ecological field. Environmental protection is the field that can give women the tools to fulfil their potential, to find their place in life. For many of them it is important that their activity brings use to people around and helps make the world better.

An expert session titled ‘Education and Career Guidance Problems In the Face of the New Challenges of Our Time’ started its work. 

The speakers discuss opportunities and prospects of STEM development in industrial regions, creation of conditions for project activity development, modern mechanisms of involving children and youth in scientific and research activities, creative professions, and creative thinking. 

Aliya Maulesheva, Director of UCMAS RUSSIA mental arithmetic academy, presented her speech at the session. She holds a Master’s degree from the Moscow City University and a Master’s degree from Columbia University in the field of ‘International Finance’. In addition, Ms. Maulesheva is the graduate of London School of Economics and public advisor of the Chairperson of the Senate on science and education of Kazakhstan. 

She told about how one can attract children to exact studies by means of mental arithmetic. The main task of the programme is developing memory, thinking, and attention in children of different age. The research show that mental arithmetic contributes to development of versatile skills. The digital economy creates new conditions, because of which the children need to have a number of skills including critical thinking and creativity. Mental arithmetic teaches young people these competencies. 

The speaker invited the forum participants to the mental arithmetic championship taking place in Novokuznetsk today.

Natalia Belogolovtseva, Head of the all-Russian social programme of therapeutic sports ‘Dream Skis’, told about this unique, innovative, and inclusive social project. According to her, the main happiness in any woman’s life is family and children. However, sometimes this happiness is overshadowed by diseases. 

Ms. Belogolovtseva said that her initiative comes from her son's story. He was born with four heart defects. Doctors prognosed quick death but Natalia wouldn't believe it. Her son Evgeniy has already graduated from school and theatre institute and won several contests. He became a successful person. All that happened thanks to persistent doing sport exercises. 

According to the specialists, physical education not only develops muscles but also involves inner reserves of body. That is why rehabilitation period lasts less. Natalia decided to move further and started helping children all over the country. She bought and improved import equipment. SUEK-REGIONS Fund helped her. Besides, there are shifts in sanatoriums where doctors do their work and specialists of social programme teach children to rollskate. As a result, the rehabilitation goes much more effectively. 

Natalia suggested creating such centres on a constant basis. For example, on the basis of the famous Sheregesh ski resort. Anna Tsivilyova, supervisor of the discussion, said that the treaty between the Dream Skis project and SUEK-REGIONS Fund was to be signed today within the framework of the forum. At the end of her speech, Natalia showed a video clip featuring famous performers including her husband Nikita Belogolovtsev, well-known actor and anchorman.

Yulia Nazarova, the President of Foodbank Rus charity foundation, shared the main areas of activity of her organisation with the forum’s participants. Foodbank Rus is working in 60 regions of Russia. 

The foundation is using the technology called food bank. It receives food products from the companies and distributes them among low-income families, large families, and senior citizens. In the past year alone, 6 million kilograms of food was allocated among those in need. The foundation’s most important field of activity is rebuilding the culture of food charity.

Galina Mekush, head of the department of regional and sectoral economy at Kemerovo State University and member of the ‘Kuzbass Environmental Issues’ working group of the Council for Science and Professional Education to the Governor of Kemerovo Oblast, spoke about regional economic standards and Kemerovo’s strategic reset. 

According to her, 10 expert groups were created for the sake of improving environmental situation in the region. Each group works in a specific direction. Authorities, business and public representatives, and experts are the members of those groups. They are actively cooperating with one another. The speaker is sure that creating the project office, which would later turn into the green living room, the platform for exchanging opinions and best regional practices, will also become the great solution of the problem. 

Within the framework of the project, its team will consolidate the successful practices, create the roadmap, and develop a number of legislative initiatives for organising the most effective work of improving regional environmental situation.

Olga Vokhmyanina, Head od the Department for Public Relations of the Forum of Donors Association of the Grant-Giving Organisations, told about participation of business in charity. According to statistics, the donations increased by 15% in the world for three years. Financing of charity programmes by business has increased by 13% in Russia comparing to the previous year. First, companies invest in development of regions of presence. Not only actioneers and heads but also companies' personnel does charity work. Almost 70% organisations highlight their charity activities. That is a good sign because earlier it was considered we shouldn't speak about our good deeds. 

New tendencies in charity have appeared: social entrepreneurship, projects with working mothers, support of local cultural and educational events, development of transparency, etc. It is important to distribute information about best practices scale good ideas up.

The participants discussed business’s contribution to the development of education throughout the expert session titled ‘Education and Career Guidance Problems in the Face of the New Challenges of Our Time’. Irina Efremova-Garth, Head of Corporate Citizenship for IBM Russia/CIS, shared about the subject matter. 

She communicated the importance of keeping children interested in exact sciences, as well as the importance of involving women in STEM professions that will shape our life in the nearest future. The speaker highlighted the cooperation of schools and representatives of the Department of Informational Technologies that provides the opportunity of preparing children for integrating into the modern society in the most effective manner.

Vanda Gagiano, the Honorary President of Women Agricultural Union in Free State province of South Africa, began her speech at the open discussion called ‘Business and Charity: Regional Aspect’ with the following words: “Do good and have fun, the money will come”. Ms. Gagiano is sure that no person’s mission on the Earth is accomplished until they do good to somebody that way the donee does not know where the help came from. Charity is a gracious sphere of activity. 

According to the speaker, the person doing philanthropy is not only enhancing their professional competencies, but also strengthening their social status. Besides, the more charity every person does, the better social atmosphere we get. She also provided specific examples of organisations enhancing their financial performance by doing philanthropy.

Zamira Akbagysheva, President of the Congress of Women of Kyrgyzstan, Secretary General of the Union of Business Incubators and Innovation Centres of the Kyrgyz Republic, and coordinator of the network of women’s business incubators Clobаl, presented her speech on the platform dedicated to the educational tasks in the modern world. She spoke about the expansion of the role of women in society based on the experience of the Kyrgyz Republic. 

Education is an important component of society. No country can develop without it. It is important that business is actively involved in this process. 

The main tasks of the Congress of Women of Kyrgyzstan are: expanding the role of women in social development and promoting equal opportunities for women. The Congress assists to holding the training courses for women in business planning, since small and medium-sized businesses are a fundamental part of the economy. 

Teaching programming and web design form the second important direction of the organization in the digitalisation era. Women are especially pleased to visit digital literacy skills in the rural areas of the Kyrgyz Republic.

Namrata Bali (India), the head of Self Employed Women’s Association (SEWA), shared how women in her country united to protect themselves against different risks. According to Ms. Bali, around 2 billion self-employed people work around the world. In most cases that is a homeworking for women. Every country has different features that can interrupt such activity. For India, that would be caste structure. There is also a problem with remote regions of the country. India is surely developing fast, but there are still a number of social problems. 

Indian women decided to unite to fight exploitation. They created a trade union. “If I go to strike alone, I will have to think about the way to come home, as it can be dangerous. When alone, we cannot achieve anything. Only the unions of women will make people listen to them,” said Namrata Bali.

Maria Starodubova, Director of the Novokuznetsk Division of the Rusala Centre of Social Programmes, presented the participants of the forum the RUSAL united company. The company’s key tasks are replication of advanced technologies, selection and support of promising social initiatives, and involvement of local communities in order to build a dialogue with the authorities and residents of the region.

The company was founded in 2004. Today RUSAL has 10 subsidiaries in 12 regions of Russia. It implements 4 major social programmes: RUSALA Territory, Helping is Simple, Social Entrepreneurship, the School of Urban Changes. The company provides grand support and educational programmes. The speaker said that over 1143 projects were supported by the company over the period of its operation. It allocated 377 million rubles to grants, became partner of 11575 organisations, and helped 1.2 million beneficiaries.

Alyona Pfetzer, Head of the Regional Centre for Development of Non-Commercial Organisations and Project Technologies to the Kuzbas Regional Institute fir Development of Professional Education and career coach, spoke at the Education and Professional Orientation Tasks in Conditions of New Challenges of Modernity session.

She mentions that every person needs to find his or her mentor to form a professional trajectory.

According to the international research, 74% of young entrepreneurs noted business growth thanks to mentors.

Alyona Pfetzer told about topical projects for professional orientation in Kemerovo Oblast: Ticket to the Future, Hundred Ways - One Is Mine, and professional orientation within the framework of the WorldSkills and AbylimbicsRussia movements. She also mentioned that we shouldn't be afraid of a kind of mentorship when children teach children because it is important movement.

The second part of environmental session is dedicated to using the best technologies available in industry. Authorities and representatives of business and public participate in the meeting. Tatyana Smirnova, research assistant of environmental industrial policy, made a report. She is sure the best technologies available are one of the main tools of reducing environmental pollution in different cities. 

Ms. Smirnova shared about ecofriendly technoparks. They represent modern complexes of companies doing waste treatment, recycling, and decontamination. Both industrial enterprises and municipalities can contribute to creating such ecofriendly technoparks. Realising such projects can bring practical use: technoparks will produce heat and electricity.

Vladimir Mashkov, art director of Oleg Tabakov Theatre and People’s Actor of the Russian Federation, presented his speech at the expert session titled ‘Education and Career Guidance Problems in the Face of the New Challenges of Our Time’. 

Mr. Mashkov heads a theatre school with early professional dramatic training. It educates schoolchildren who graduated from the 9th form. The teachers themselves look for talents in different cities of Russia because not all parents are able to bring their children to Moscow. 

The speaker stressed that any person needs artistic character. It is necessary to develop one’s emotional intellect because a person’s success in life depends on it.

Elena Yurieva, Director of the Regional Centre for Corporate Relations, and Director of the EVRAZ Charity Fund, presented activity of the main sponsor of the women's forum in Novokuznetsk. The fund she runs has been working since 2007. There are various directions: sports, culture, support of the civil society, development of the urban space, etc. 

30% of the company's employyes are women working on hazardous occupations. In order for them to have healthy children the enterprise organised a sewing industry for future mothers where they work for six hours. They also spent two hours a day enjoying wellness facilities. There are additional payments for those who have already given birth to children. The stadium for workout has been erected for the youth. Fund has several projects: Give Five Race, City of Friends - City of Ideas, Dream Ski, etc. There is a project for supporting social planning and social management. Of course, the fund supports children with pecularities of development and health and two orphanages. Some projects are realused together with other big enterprises.

Yana Kudashkina, president of Happiness for Children charitable foundation and the member of Council of National Deputies from Kemerovo, spoke on the philanthropy projects in Kuzbass. 130 families received targeted assistance. Several projects are working. Thus, Arbat of Kindness is specialised in arts and crafts. Eight sports grounds were created in Kemerovo. One of them is dedicated to children, who died in a fire of Winter Cherry shopping centre. The speaker shared more about The World of Kindness project. It specialises in comprehensive rehabilitation of children in hospitals. The medical facilities provide online games and games rooms for brightening up children staying in hospitals. Over 5500 children have already undergone rehabilitation.

Yekaterina Volynkina, President of the Association of Waste Processors of the Russian Ecological Academy, presented the business model of an industrial innovation Ecotechnopark in Novokuznetsk. The speaker stressed that Kemerovo Oblast is the leader in the amount of waste it produces among all Russia’s regions. 

The creation of the Ecotechnopark on the basis of the Kuzbass Association of Waste Processors will help solve many existing environmental problems and will create the opportunity for the city’s development. 

Approbation of new technologies is presupposed within the Novokuznetsk Ecotechnopark project. The main goal of establishing such a structure is decreasing the reduction of ecological damage by means of processing waste and subsequent energy production. The project will also contribute to the development of waste processing industry throughout Russia.

Elena Kizyakova, anchorperson, reporter of the Rossiya-1 TV channel, author and host of the You Will Be a Parent rubric of the When Everyone Is at Home programme, CEO of the Videopassport Charity Fund for Promoting Family Foster of Children Left Without Custody spoke at the Education and Professional Orientation Tasks in Conditions of New Challenges of Modernity session.

The speaker told about Videopassport project, within the framework of which the films about children are shot. In these films children tell about themselves, their lives, and their dreams. Over 4500 passports have been shot and 3663 children adopted in families thanks to the project.

The 'Role of Women in Developing Industrial Regions' forum comes to its end in Novokuznetsk. Galina Karelova, Deputy Chairperson of the Federation Council, opened the closing ceremony. She thanked Sergey Tsivilyov, Governor of Kemerovo Oblast, and Sergey Kuznetsov, Mayor of Novokuznetsk, for the hospitality. Special thanks were addressed to Anna Tsivileva, Head of the Guardianship Council of Kemerovo Oblast, who has done a great job \ organising such a respectable forum. More than 1200 broadcasting platforms from the plenary session and 9 other sessions were organized for citizens of the Kemerovo Oblast. Topics of discussion were: the role of women in industrial development, improving city space, protection of women's health, digital equality, the development of cultural-educational and museum complexes, and the development of civil society institutions. The forum held the expert session called ‘BRICS: Economic Agenda for Inclusive Growth in the Digitalisation Era’. 

Galina Karelova mentioned that all BRICS countries were present. Besides, several important agreements were signed. Thus, trilateral treaty was signed among the Guardianship Council of Kemerovo Oblast, ‘Sergey Belogolovtsev’s DreamSki Centre of Social Help and Adaptation for People with Cerebral Palsy and Other Disabilities’, and ‘SUEK to Regions Foundation of Regional Socioeconomic Support’. At the same time, the children’s forum took place alongside UCMAS Mental Arithmetic Championship.

Governor of Kemerovo Oblast Sergey Tsivilyov presented his speech at the final plenary session of women’s forum in Novokuznetsk. He thanked President of Russia Vladimir Putin, the Government of the Russian Federation, Valentina Matvienko, and Galina Karelova for their support in holding the women’s forum that took place in Novokuznetsk on March 1-2.

According to the Governor, Kuzbass women deserve such a large-scale international event. He said that during the women’s forum serious governmental sessions aimed at further development of Kuzbass also took place in Kemerovo Oblast.

Novokuznetsk also hosts the Siberian Children’s Forum, regional sportive competitions in 8 winter sports, and mental arithmetic championship. All that is the part of a major programme of the region’s development.

Sergey Tsivilyov suggested to prepare a roadmap for addressing the problems to be outlined by women during the preparation of the outcome resolution of the forum.

The final plenary session was opened by Galina Karelova, Deputy Chairperson of the Federation Council. She stressed that the forum with such an agenda was held for the first time. The programme of the event corresponded to international and federal agendas alongside with the tasks set by President Putin.

Over the 2 days, the forum hosted 20 platforms attended by women leaders from 15 countries and 39 regions of Russia. Different aspects related to the role of women in development of industrial regions were touched upon during the event. Strategic and discussion platforms were dedicated to entrepreneurship, healthcare, charity, development of urban environment, and improvement of professional skills of women. The forum included an international session of BRICS with representatives from all BRICS countries taking part in it. According to the Deputy Chairperson of the Federation Council, this is a sign of great prospects. The forum also included signing of agreements on artistic craftwork development and expansion of the ‘Dream Skis’ programme. 1222 platforms to watch the plenary session and strategic sessions online were organised for residents of Kemerovo Oblast. Upwards of 100 thousand residents of the region became were the viewers of the forum.

The forum was covered by 80 international, federal, and regional media. The Eurasian Women’s Community journalists provided text broadcasting of the news of the forum. All that proves that the event was absolutely free and accessible.

In addition to the official events, there was a rich cultural programme for the forum participants.

Galina Karelova thanked all moderators and organizers for their efforts. She stressed that the forum would be ended with the adoption of the outcome resolution.

The UCMAS Open Siberian Championship in Mental Arithmetics is held at the women's forum in Novokuznetsk. More than 200 6-14 years old children take part in it.

The kids show their skills in studying mental arithmetics.

At the end of the contest, children who count quicker and more correctly than others will be identified. They will represent Russia at the international contest in December 2019.

According to Yelizaveta Nikolayets, Head of the UCMAS project in Kuzbass, mental arithmetic is accessible to any child, including those of pre-school age. 

The programme corresponds to challenges of STEM education, the popularisation of which is often discussed today. The speaker said that many professions would disappear in 10 years and children must be ready for the changes in the world and new technologies. Today it is extremely important for schoolchildren to master the main competencies: creative thinking, communicability, and rapid thinking.

About 2.5 thousand including representatives from 15 countries and 39 regions of Russia took place in the forum.  They were representatives of federal and regional authorities, international public organisations, major companies alongside with scientists and entrepreneurs. Not only forum participants but also residents of the region watching the live coverage stated their suggestions for the outcome resolution of the event. 

During the final session, Sergey Kuznetsov, Mayor of Novokuznetsk, said: “I’m getting sad understanding that soon we all will have to say goodbye”. He thanked all those who contributed to organising and holding the forum and also international participants who had to overcome great distances to come to Novokuznetsk. The Mayor also reported on the work done for these days. Novokuznetsk is still a monocity, that is why there was a fruitful discussion of serious issues with Irina Makiyeva, Deputy Chairperson of the Vnesheconombank,  Director General of the Mono-Cities Development Foundation. Soon there city will have 30 residents, and that will let it exit the status of a mono-city. Summing up, Sergey Kuznetsov wished the participants to keep warm memories about Novokuznetsk for a long time.

Speaking about the results of the strategic session titled ‘Digital Equality in Modern World’ held with the support of Sberbank and Skolkovo Foundation, Yekaterina Inozemtseva, Director General of Skolkovo Forum, explained how the idea of such a discussion platform had originated. Is there a digital gap between boys and girls? Statistically, yes. It is considered that many girls are more inclined to the human sciences while more boys are inclined to the technical ones. However, the world is changing within the digilatisation era. That means that new specialist with technical skills and competencies will be in demand on the market.

The difference in the development of this knowledge becomes a problem. 34% of girls prefer technical sciences when choosing their future profession, at 26% do that in school, and even less choose technical field when looking for a job. The task of the participants of the discussion platform was to convince everyone: women can, are able and have the right to engage in technical sciences. 

The discussion was very fruitful. It resulted in a plan of activities, and many of them are already underway. It is necessary to morally support girls in their decision to master technical sciences and demonstrate the right role models. In the universities, it is important to develop special grant and scholarship projects, mentoring programs, and joint initiatives of the state and corporations. The participants of the discussion learned about the state program for the development of digital skills in South Korea. They came to the following conclusion: it is not necessary to create new activities, it is necessary to consolidate existing ones, to unite the efforts of the state, business and education.

“The house is packed out, the boxes scintillating…”. The participants of the plenary meeting of Novokuznetsk’s the 'Role of Women in Developing Industrial Regions' International Forum gathered in the Drama Theatre. This major international event united representatives from 15 countries and women leaders of 39 regions of Russia.

All the forum’s discussion platforms are being streamed. Besides, 1222 communal viewing zones were organised, so that upwards of 85 thousand women working for Kuzbass enterprises and organisations could participate remotely in the conference’s work. At the same time, they will have an opportunity to state their suggestions for the outcome resolution that will be signed on March 2.

The Role of Women in Developing Industrial Regions International Forum started with performance of People’s Artist of the Russian federation Tamara Gverdtsiteli accompanied by children’s choir. This anthem of the international women’s movement was first voiced at the Eurasian Women’s Forum in St. Petersburg in September 2018.

Galina Karelova, Deputy Chairperson of the Federation Council of the Federal Assembly of the Russian Federation, Sergey Tsivilyov, Governor of Kemerovo Oblast, Olga Golodets, Deputy Prime Minister of the Russian Federation, Gulnaz Kadyrova, Deputy Minister of Industry and Trade of the Russian Federation, Anna Tsivilyova, Head of the Guardianship Council of Kemerovo Oblast, and Fatou Haidara, the Managing Director of UNIDO Policy and Programme Support are in the Presidium of the major international event. Vladimir Putin, President of the Russian Federation, sent greetings to the participants of the forum. It was read by Lyubov Burda, Deputy Plenipotentiary Representative of the Russian President in Siberian Federal District. Valentina Matvienko, Chairperson of the Federation Council of the Federal Assembly of the Russian Federation addressed the participants in a video message.

The President of Russia Vladimir Putin sent his greeting remarks to the participants of the forum in Novokuznetsk. He stressed that women in Russia successfully fulfil their potential in economy and other fields. They effectively address the tasks set and actively contributes to implementation of demanded social projects. President Putin stressed that the government would continue creating favourable conditions for implementing women’s potential, supporting the development of the institution of the family, maternity, and childhood.

Kuzbass is one of the key industrial regions of Russia that can share positive examples of women’s involvement in the industrial field.

Galina Karelova, Deputy Chairperson of the Federation Council of the Federal Assembly of the Russian Federation opened the plenary session of the women’s forum in Novokuznetsk. She greeted the participants of the event and stressed that women from 15 countries took part in the Forum. The live coverage of the event is being provided on 1222 platforms.

It is not a coincidence that the ways of expansion of women’s participation in the economy will be discussed in Kemerovo Oblast. Galina Karelova characterised it as one of the most dynamically developing regions of Russia. A number of programmes on healthcare of working women, social support of families with children, and innovative projects were implemented there within a short period of time.

Deputy Chairperson of the Federation Council thanked Sergey Tsivilyov, Governor of Kemerovo Oblast, for his initiative of holding the forum.

Valentina Matvienko, Chairperson of the Federation Council of the Federal Assembly of the Russian Federation, addressed the participants in a video message. She stressed that the forum in Novokuznetsk was a unique opportunity to discuss the recent address by Russia’s President Vladimir Putin. The speaker reminded that Kuzbass was perceived not only as highly industrial region but also as a recognised innovation centre. It is not a surprise that the forum related to industrial development takes place there. This region used to be perceived as men’s one, however, the situation may change after the Forum. Ms. Matvienko congratulated all the participants of the Forum on the forthcoming International Women’s Day.

Olga Golodets, Deputy Prime Minister of the Russian Federation, presented her speech at the plenary session of the women’s forum in Novokuznetsk. She started her speech with the words of gratitude to Valentina Matvienko, the leader of women’s movement in Russia. The speaker stressed that women’s forums were regularly held in Russia. It is encouraging that Kuzbass took part in this trend.

According to Ms. Golodets, the forum’s participants would discuss the issues related to gender equality in all fields. Today the percentage of women’s employment is high but their wages and salaries amount to only 70% of average wages and salaries of men. Despite all the opportunities, women do not always reach the same level in education and career as men do.

Olga Golodets highlighted the importance to consider the topic of combining maternity and professional activity. Over the three years, the state programme on provision of places in pre-school institutions was implemented. Today a new programme on provision of more places in nurseries is being prepared.

The speaker expressed her hope that the event’s platforms will help formulate practical solutions and wished success to the participants of the forum.

Galina Karelova, Deputy Chairperson of the Federation Council, told about main principles and goals on realising women’s agenda headed by Valentina Matvienko. A big team is working in this direction.

The First Eurasian Women’s Forum was held in St. Petersburg in 2015 upon Valentina Matvienko’s initiative. Women leaders from 80 countries took part in the event despite the delicate political environments. The forum was conducted in an effective manner and demonstrated its participants’ will to work for the promotion of women’s agenda. The Working Group of the Eurasian Women’s Forum started working on a permanent basis after the forum’s end. A serious report was submitted to the President. As a result, the head of state instructed the Government to develop the National Strategy for Women. The document was adopted in March 2017. Programmes of actions on realising the Strategy were adopted in many regions of Russia including Kemerovo Oblast.

12 big projects aimed at solving extremely acute tasks on promoting women in the spheres of economy, science, agriculture, entrepreneurship, and others were initiated after the Eurasian Women’s Forum. Specialised Councils on women issues were created on the basis of government structures. Thus, meeting of the Women’s Council to the Ministry of Industry and Trade will take place within the framework of the forum in Novokuznetsk.

In her speech, Galina Karelova, Deputy Chairperson of the Federation Council of the Federal Assembly of the Russian Federation, thanked Gulnaz Kadyrova, Russia first woman on the position of Deputy Minister of Industry and Trade. After her entering the Government, new sectors of economy, for instance, creation of rehabilitation technologies, started being actively developed. The traditional women’s sectors of industry started receiving more attention.

Galina Karelova also thanked the Eurasian Women’s Community web-portal for creating a register of women’s social organisations in a short time and daily covering of women’s initiatives and projects. It is very important to tell the whole world about your deeds and learn what your like-minders do in other regions and countries. Ms. Karelova called upon everybody to use this opportunity and more often communicate with their like-minders from all over the world.

Sergey Tsivilyov, Governor of Kemerovo Oblast, greeted the participants and guests of the forum. He stressed the importance of the topic of expansion of women’s participation in economy for the whole world.

Women’s forum is being broadcasted live in schools, kindergartens, and enterprises of Kuzbass. Thanks to it, 90 thousand of women will be able to take part in the event and formulate their propositions for the outcome document.

Mr. Tsivilyov stressed that the resolution of the women’s forum would become a guideline to follow for the administration of Kemerovo Oblast and municipal authorities. Governor of Kemerovo Oblast wished the forum’s participants productive work and congratulated them on the first day of spring.

Galina Karelova walked the audience through the history of two Eurasian Women’s Forums initiated by Valentina Matvienko. The active preparations made it possible to approach the Second EWF in a consolidated manner and with a full-fledged agenda. It resulted in the success of the Forum held in September 2018. The participation of the President of the Russian Federation Vladimir Putin granted a special status to the event.

Despite the turbulence of the modern world and all its controversies, women are unanimous in their commitment to peace, security, and sustainable development.

Novokuznetsk gathered many participants of the Second EWF, including international ones. That confirms the fact that our world cannot develop without countries and women cooperating with one another. Thus, Galina Karelova suggested making this event in Novokuznetsk a tradition and considering it an intermediate stage between the Eurasian Women’s Forums. It will make the upcoming EWF in St. Petersburg even more efficient.

Denis Manturov, Minister of Industry and Trade of the Russian Federation, sent his welcome address. As stressed by Mr. Manturov, women are the backbone of stable growth of economy. According to him, women amount to more than one third of the specialists employed in industry.  They work in different sectors and are represented at all career levels.

Today, the number of students of industrial higher educational institutions amounts to more than 1 million people. According to Denis Manturov, the share of women among them will grow over time. The industrial field becomes move attractive for women due to automation of labour. The task of the Ministry of Industry and Trade is to create favourable conditions for the fulfilment of women’s potential at enterprises.

The Ministry’s goal is to increase the share of women in industry up to 40% by 2021. Borrowing the experience and successful practices of colleagues from abroad is one of the tools in pursuing it. The forum in Novokuznetsk will contribute to that.

Creative industries are the sector where women’s qualities are in a great demand today. The ‘Role of Women in Developing Industrial Regions’ forum’s platforms organised by the Ministry of Industry and Trade will pay much attention to creative industries and other fields where women may turn out the most efficient workers.

Anna Tsivilyova, Head of the Guardianship Council of Kemerovo Oblast, told the participants about outstanding Kuzbas women of the past and present. She reminded that women always supported their husbands helping them in everything. That was the only way to overcome difficulties our nation had to face.

A short film, in which they told about outstanding women of Kemerovo Oblast, became a good illustration of her words. The modern image of a Kuzbas woman was created by representatives of different professions sharing about their work with warmth and love. The forum’s participants have already met many beautiful, smart, energetic, concerned, and proactive Kuzbas women. These words perfectly describe Anna Tsivilyova who actively solves the most topical problems of the region.

Oleg Salagay, Deputy Minister of Healthcare of the Russian Federation, mentioned the issues of women’s health being the focus of the Ministry. The important fields of activity are reduction of maternal mortality, prevention of oncologic diseases, motivation to a healthy lifestyle, and reproductive health.

Over 12.8 million of women were medically examined throughout 2018. This helped in early detection of 68% of cases of the most widespread oncologic diseases. Active anti-smoking campaign contributed to 40% drop in the number of smoking women in Russia. The number of centres for medical and psychological support of pregnant women in difficult life situations in Russia is being systematically increased. It contributes to the reduction in the number of abortions. “Protecting women’s health, we protect the health of future generations,” said Deputy Minister.

According to him, women make 70% of healthcare specialists. At the same time, they make almost 95% of nursing staff. Thus, it would be right to say that healthcare has a woman’s face.

Fatou Haidara, the Managing Director of UNIDO Policy and Programme Support, mentioned that it was a great honour for her to be at the women’s forum in Novokuznetsk.

UNIDO’s goal is to increase the growth of industry. According to Fatou Haidara, the work in this direction is effective. The organisation’s approach includes three levels. Macro level involves increased access to knowledge, dialogue among countries and different organisations, exchange of best practices, and development of recommendations for regulatory policies.

Meso level deals with infrastructure providing women with access to market and finance. Micro level presupposes the direct support of business run by women.

Fatou Haidara said that UNIDO actively cooperates with the Government of Russia in increasing women’s participation in economy. According to her, the women’s forum in Novokuznetsk will become the new milestone in the history of cooperation.

The speaker mentioned that the Second Eurasian Women’s Forum showed that there were effective business models needed to be broadcasted.

In February 2019, there was an information event on development of women’s economic rights in UNIDO headquarters. Initiatives developed for replication at the global level based on best Russian practices were suggested at that event. Fatou Haidara noted that realisation of several initiatives will start on UNIDO platform this year already.

UNIDO Managing Director expressed hope that participants of the forum will be able to share ideas and experience.

President of World Women Inventors & Entrepreneurs Association Mi-young Han stressed the increasingly significant role of women in all fields of activity in today’s world. According to the speaker, it is important for women to be able to think creatively, change their worldviews, and recognise their power in order they could contribute to more rapid industrial growth.

Mi-young Han took part in the Second Eurasian Women’s Forum. She was inspired by new acquaintances and discussions within the Forum. Russia demonstrated its readiness to keep pace with the world trends and actively work on women’s agenda development. According to Mi-young Han, that will contribute to not only one country’s development but that of the whole world.

When speaking at the plenary session of the forum, board member of Association of German Women Entrepreneurs and the President of ‘Hear The World’ charitable foundation Karin van Mourik (Germany) said that her visit to Novokuznetsk was particularly important to her. In the 1990s, her company provided the clinics of Kemerovo Oblast with equipment.

She told the participants about the history of the Association of German Women Entrepreneurs celebrating its 65th anniversary this year. The Association includes 1500 women owning different enterprises. 

The speaker stressed that women should solve relevant issues related to any fields of activity jointly with men. At the same time, it is important to hold women’s meetings in order women could fully unleash their potential. Ms. van Mourik also stressed the necessity to expand women’s access to leadership positions as today there are few women in decision-making.

Karin van Mourik stressed that by joining together women consolidate their efforts, which is very important.

At the end of her speech, Karin van Mourik thanked the organisers of the forum by saying “How wonderful that all of us have gathered today” and drawing the affection of all the participants of the forum.

Aleksey Cherkasov, Deputy Minister of Labour and Social Protection of the Russian Federation said women are now working in practically all spheres. It was hard to imagine it until recently. On the one hand, it is a joyful news. On the other hand, it is essential to take care of women’s health and protect them as much as possible from negative impact of harmful productions. Today, 456 health-threatening professions are registered. However, the list is now being revised due to automatisation and mechanisation of enterprises that results in risk reduction.

Irina Makiyeva, Deputy Chairperson of the Vnesheconombank government corporation, cited statistics on the ratio of women and men taking leading positions. For example, she stressed that women are heads of two of 24 mono-cities of Kemerovo Oblast. Women take posts of Ministers of Economy only in 12 regions. Women run 15% of 319 cities. 

At the same time, women have unique properties of character: 

they deeply analyse different situations and solve emerging issues step by step. According to Irina Makiyeva, we need to use women’s potential in different spheres of activity as much as possible. Modern woman is a strategist, tactician, and performer.

At the end of the plenary session, Olga Golodets, Deputy Prime Minister of the Russian Federation, delivered a purchase certificate for acquisition of musical instruments from federal executive bodies to Sergey Tsivilyov, Governor of Kemerovo Oblast. Thanks to it, the region will receive 82 pianos for children’s schools of art in Kuzbass. 

Olga Golodets told that many sanctions against Russia were imposed on various goods in 2014. In regard with that, programmes of import substitution were actively developing. First, the production of vital goods was established. Then a lot of attention was paid to musical instruments. For example, several big enterprises put pianos into production. Last year, a huge-scaled programme of transfer of musical instruments to art schools in different regions started.

President of Beijing Catic Industry Limited company Ms. Sui Tao (China) started her speech with the words of gratitude to the organisers of the forum in Novokuznetsk. 

Women cannot stand aside from addressing the most important tasks the society has in the modern world. According to the speaker, the forum will help the participants exchange their experience, jointly address relevant problems, and discuss gender equality, healthcare, children’s upbringing, and family protection. She expresses her hope that the solutions to appear within the forum’s work will help women in their further activities. 

It is pleasant that Ms. Sui Tao spoke in Russian. She deserved the respect of the participants of the forum and a storm of applause.

Eunice Aparecida Da Cruz (Brazil), President of International Federation of Business and Professional Women Brazil, delivered a very emotional speech. She said the time has come for change in all the spheres of life, economic, political, social, etc. Her organisation has over 100 branches on 5 continents. Upwards of 1000 active women around the globe are fighting for gender equality. They are particularly keen on eliminating gender pay gap. 

Ms. Cruz considers her amendments to legislation one of her main achievements. According to them, political parties of Brazil cannot present lists of their candidates if the number of women there is less than one third. The Federation teaches women to do marketing, provides financial and digital literacy, preparing business plans, etc. She supposes that the forum in Novokuznetsk will contribute greatly to fighting for equality, development, and peace.

Olga Turbaba, Deputy Governor of Kemerovo Oblast and Head of the Apparatus of Administration of Kemerovo Oblast named ‘The Role of Women in Developing Kuzbas’, spoke at the Role of Women in Developing Institutions of Civil Society expert session conducted within the framework of the women’s forum. 

She told about role of women in the development of Kuzbas. She focuses on the rural women and women of retirement age. Olga Turbaba said that more than 50% of working population of Kemerovo Oblast are women.

The Women in Industry strategic session started within the framework of the women’s forum. The session was organised with the support of the Ministry of Industry and Trade of the Russian Federation. 

In the first part of the meeting, the forum participants will discuss issues related to training in the workplace and working professions, in which women should be involved. The second part of the meeting will related to women's entrepreneurship.

Gulnaz Kadyrova, Deputy Minister of Industry and Trade of the Russian Federation conducted a speech during the strategic session called ‘Women in Industry’. She presented the results of the research about the level of satisfaction of different aspects of labour of female personnel. The data showed women are more satisfied with their jobs than men are. The exception here is the level of salaries – only 34% of women are satisfied with them. 

The speaker mentioned that involving women in industry requires providing them dignified conditions. The studies show women consider the following aspects the most important: the opportunity of combining work and family life, favourable working conditions, and proximity between residence and place of work. According to Gulnaz Kadyrova, communication with representatives of industrial enterprises shows that leaders are ready to solve those issues of women.

Marina Puddybnaya, Deputy Chairperson of the Legislative Assembly of Chelyabinsk Oblast, coordinator of the Strong Family project, presented her report titled ‘Women’s activity as an important factor in the process of social changes (on the example of Chelyabinsk Oblast)’. 

According to the speaker, women must consolidate their efforts at all levels of power. Women can not only listen to others and hear them but also are able to build social contacts. Oftentimes, social climate in a region depends on women’s activities.

Svetlana Dyukova, deputy of the international expert and manager of the ‘Welding Technologies’ competency of the Young Professionals Union (WorldSkills Russia), spoke at the Women in Industry strategic session. She told about WorldSkills project. This movement is aimed at increasing the prestige of working professions and developing professional education by harmonising best practices and professional standards worldwide through the organization and conducting professional competitions, both in each individual country and around the world as a whole. 

Svetlana Dyukova said that the project’s motto is: ‘to make the world better through our skills’. The speaker mentioned that women who are not inferior to men in the level of skill actively participate in the project. They win the championships; successfully prove themselves in such areas as industrial robotics, reverse engineering, control of unmanned aerial vehicles, and others. 

According to Svetlana Dyukova, now there is an active preparing for the WorldSkills international championship that will take place in Kazan in 2019. 

Winners of the WorldSkills contest also shared their experience within the framework of the session.

The expert session 'BRICS: Economic Agenda for Inclusive Growth in the Digitalisation Era' (supported by the Ministry of Economic Development of the Russian Federation) was started at the forum. Anna Nesterova, Founder and Chairperson of the board of Global Rus Trade, Head of the Russian Working Group on the Digital Economy at the BRICS Business Alliance, leads the discussion. 

Russia’s economic agenda in BRICS is aimed at accelerating the inclusive growth and presupposes active involvement of women in the economy while ensuring equal opportunities for men and women. Following this agenda and its national priorities, Russia initiated the BRICS public-private dialogue ‘Women and the Economy’. The new session of ‘Women and the Economy’ took place within active participation of international organisations at the Second Eurasian Women’s Forum (September 2018) and was dedicated to women’s participation in the world trade. Participants of the expert session will discuss a wider complex of initiatives that Russia proposes within BRICS. It includes creation of the BRIСS Women's Business Alliance, participation of women in digital economy and electronic commerce, and development and integration of remote regions of BRICS countries in the epoch of digital transformation. 

The first speaker was Eunice Aparecida da Cruz, president of the Brazilian department of the National Federation of Business and Professional Women’s Clubs. She told about what had already been made in the field of protection of women’s rights worldwide and what remained to be done. 

The next speaker was Natalia Strigunova, Deputy Director of Department of Multilateral Economic Cooperation and Special Projects of the Russian Ministry of Economic Development. In her speech, Ms. Strigunova focused on BRIСS Women's Business Alliance, its tasks, projects, and programmes to be implemented.

Anna Nesterova, moderator of the expert session 'BRICS: Economic Agenda for Inclusive Growth in the Digitalisation Epoch', mentioned that back in the day export was not divided into male and female. However, there is now a separate sphere of that kind. She gave the floor to Vera Podguzova, Managing Director for External Relations and Communication of the Russian Export Centre company. 

Ms. Podguzova shared about Russia’s exporting sphere. For instance, ‘Seller-Buyer’ electronic system will soon be introduces. It will facilitate the international cooperation. Franchising is another progressive sphere. The speaker said the forum is a great opportunity to develop international collaboration in all spheres including export-import relations.

The representative from China continued the work of expert session ‘BRICS: Economic Agenda for Inclusive Growth in the Digitalisation Epoch’. 

Some time ago, it was hard to imagine women working in navigation. However, now they are entering it as well and doing it successfully. This is proved by the example of Wang Songwen, Vice-President of COSCO Shipping Europe. The sphere surely depends on many factors including weather conditions. Thus, men are still doing the hardest work at the ports. At the same time, digitalisation and the sphere’s development contributed greatly to women’s active participation. Girls are actively mastering the areas of finance, management, and electronics. They not only take positions in personnel, but are also widely represented in top management.

Evgeniya Zhukovskaya, employee of the Administration of the Moscow Patriarchy and Editor-in-Chief of the Prikhody information and educational web portal spoke at the Role of Women in Developing Institutions of the Civil Society expert session. She told about the role of women of the Russian Orthodox Church in society: about their volunteer service, charity, huge public work, and social functions. Nowadays there are 500 nunneries in Russia with 9600 nuns serving in them.

At the forum’s section called ‘Women in Industry’, Galina Penyagina, Director of Investment and Industry Department of Yaroslavl Oblast, stressed that her region had not so many women leaders. However, they are all successful and efficiently address the tasks they have. 

Women must consider the transformation of requirements for the ‘personnel of tomorrow’ in order to be able to fulfil their potential in industry. 

The speaker stressed that modern specialists should study human sciences. If an engineer doesn’t know how society works, he or she doesn’t know economics and is a bad engineer. If he or she is unable to build communication with other people and work in team, he or she is incompetent.

Strategic session ‘Digital Technology in Modern World’ (supported by Sberbank of Russia and Skolkovo Foundation) is now held within women’s forum in Novokuznetsk. It discusses the role of digitalisation in ensuring equal opportunities of men and women, measures of efficient integration of women in the digital economy, participation of women in development of hi-tech branches, and digitalisation of business in Russia’s regions.

New technologies help women find job irrespective of their age, residence, and education. Myonghee Kim, Professor of Sookmyung Women's University and Vice President of the Global Women’s ICT Network (South Korea) demonstrated the concrete examples of successful women entrepreneurs. For example, one young woman developed a set of exercises, published them on the internet, and thus became very popular. Another woman worked out and implemented a project related to trendy women’s clothes.

However, digitalisation still has gender-related problems. Today, 3.7 billion people worldwide use internet. In the developing countries, the usage of internet by women is 16% lower than by men. The developed countries almost have no such gap. That is why women are concerned how to mage internet access equal worldwide.

Anna Tsivilyova, Head of the Guardianship Council of Kemerovo Oblast, gave her speech during the second part of ‘Women in Industry’ strategic session. She shared about the influence a woman leader has over the company’s efficiency. 

Women make slightly over the half of the world's population. However, their contribution to economy is lower than the potential that could be used for economic growth. More and more often, women demonstrate leadership, preside over companies, start businesses, and volunteer actively. 

Ms. Tsivilyova provided the statistics proving that female presence at a company’s board promotes its efficiency. The main factors associating gender balance and enhancing company’s performance are the more effective combination of leadership skills, a wider choice of qualified staff, credible reflection of consumers’ needs, and increased efficiency of the corporate area. 

The most important qualities of women leaders are high work capacity, responsibility, and sociability. 

Anna Tsivilyova shared briefly about Kolmar company activity. She mentioned it had 4000 members, 850 of who are women. 180 women work within heavy industry there.

Veronika Peshkova, UNIDO Goodwill Ambassador to Russia, shared about the development ‘Women and Economy’ ecosystem. She highlighted that women’s empowerment contributes greatly to increasing economic efficiency. Various major organisations including BRICS, the World Bank, and APEC pay particular attention to gender equality and the involvement of women in their activity. 

According to the speaker, women’s complete involvement in economy will increase the global GDP by 28 trillion dollars. Today, the development of women’s entrepreneurship and leadership is relevant all over the world. Russia is also actively promoting women’s agenda. 

Russia’s practice here relies on public-private and social interaction. Our country is actively using the system to support women entrepreneurs. That resulted in increasing the number of businesswomen by 20% for the last 2 years. Veronika Peshkova said ‘Women and Economy’ ecosystem is based on the cooperation of the Government, entrepreneurship, and non-profit organisations. UNIDO will provide a significant impetus to that system.

She told about role of women in development of creative industries. 

Nowadays creative industries make about 3% of the global GDP employing 29.5 million people. They are open for people of any age or education. Today creative industries play important role in providing women’s employment because they have a great potential in that sphere.

Within the women’s forum in Novokuznetsk, an open discussion titled ‘Territory of Preservation and Development of Traditions and Lifestyle as a Model of Introducing Creative Industries into the Strategy for Social and Economic Spatial Development of Regions and Cities’. The section is organised with the support of the Ministry of Industry and Trade of the Russian Federation. 

The participants discussed the role and place of creative industries in the modern development of territories and exchanged their experience in this direction. The discussion also presented the best practices of using the space of the city as a cluster of creative industries. Much attention was paid to the factors of formation of successful models of territories development and preservation of traditions and lifestyle based on creative industries. 

The speakers unanimously stressed that creative industries sector is the most demanded one for the fulfilment of women’s potential.

Aizhan Bekkulova, Vice President of Central Asia Office of the World Crafts Council, spoke at the panel discussion related to creative industries. She told about modern tendencies of developing craft territories. 

Aizhan Bekkulova mentions that WCC realises three main programmes supporting artisans. They are related to nominating cities for the World City of Crafts title. They also study and spread innovations. 

The speaker stressed that artisans make a great contribution to the economy of their countries. According to the statistics of American researchers, 32 billion dollars is the amount of annual revenue of artisans on a global scale.
